As a massive horror fan, this one is incredibly tough for me as these are two out and out legendary and crucial films in the genre. I think the inventiveness and the social commentary of the first are hugely important, and some of the imagery is surprisingly shocking for a late 60s film. I must admit though, I do and always have adored the sequel. It's just as good as it gets for me both as a horror movie, and a very, very clever satire.
I think the reason the Zombie oeuvre has always been down my list of horror favourites, is that these two films are so good that they have made much, if not all of what has come since, seem somewhat or really lacking.

I slightly prefer NOTLD. I'm not a horror film fan but these two are classics.

NOTLD is a horror classic, and rightfully a game changer when it comes to zombies, but I much prefer Dawn, which is not only a fantastic horror flick, but also a great parody of consumerism, and the needs of the wants. Tom Savani's effects are top-notch.
Heck I'll thrown bone to Day of The Dead, which sometimes alienates between Dawn as my favorite of the series. I love the underground feel, and though I might have preferred Romero's original "military battle" against The Zombies, which he couldn't do because of budgetary reasons, it's still damn entertaining. Also Sherman Howard is fantastic as Bud, the first real zombie character with personality.

I like Dawn well enough but Night is a much stronger film, and not just because it's more engaging and visceral as pure horror - the social commentary in Dawn comes off as pretty basic and on the nose compared to what was going on in Night.
Night/Day > Dawn
Day has the coolest looking zombies by far.
