Both of them are among the greats for me, at numbers 15 & 5 respectively on my all-time list. The reason I give Part II the win, is for the sheer ambition of it. It's so grandiose in nature, but it never takes a misstep. I don't think the present day stuff overshadows the Vito early years, or vice versa. They're both pitch perfect tales, and they work magically beside each other. That's not to say that the first entry isn't grand and ambitious, as it really is, but Part II just takes it to another level.

The Godfather: Part II is a richer, more colorful experience that, in my mind, augments the original film in retrospect. Everything the first film does, the second does better.
Except Pacino, that is. As good as he is in Part II, I tend to prefer him in Part I.

It's a tough call - probably the greatest question of this type you can ever ask because Part I is a stand alone film - it works without Part II.
Part II gets the advantage of what was already done, and prior to it being made sequels weren't really a thing - it sort of invented/destroyed the sequel in terms of what it did.
II for me, and mostly for the reasons you said in the OP - the structure of it is so brilliantly realized.

I’ve always preferred The Godfather, which I consider to be basically a perfect movie. Part II sure is more ambitious and longer, but yet it feels like it covers less ground than the first one. It’s a phenomenal film, but it has some dry patches, as opposed to its more perfectly-paced, non-stop involving predecessor.

When I was about to watch the trilogy for the first time in my life, a friend of mine told me:
"You're gonna love part I. You're gonna feel it's the best film you'll ever see in your life. Maybe you'll consider stopping there. Don't! Part II is even better".
I agree with my friend.

I used to prefer Part 2 but now I think I prefer Part 1.

Part 1 is by miles superior. Not only there are no wrong decisions in it, everything is so vivid, and getting to know the dynamics in the family is so suspenseful and interesting.
I think Part 2 has some flaws that obviously don't keep it from being an outstanding masterpiece, but put it quite behind the first movie. First of all, I really don't care about any of the Cuban Revolution plot. It strays too much from the family dynamic and introduces characters and plot points that, to me, didn't seem important or urgent or interesting. However, I love Vito's flashbacks and it's fascinating to see a newer, more confident and more menacing side of Michael once he's the chief of the family.

Part 1 was more entertaining, but there's more intellectual talk about Part 2. Part 2 has the Cuban segment that doesn't sit as well with me though.
Part 1 is definitely the more prime example of a Godfather film though. Part 2 is more of an expanded canvas.
Both greats, but of course.

That this is such a big debate kind of annoys me since this first one is better by a wide margin. I still like part II, but the pacing isn't great and Michael is basically a static character. He does nothing in the entire movie that I would not have expected him to do based on the ending of the first one. It's three and a half hours of reiterating that Michael is a terrible person now.
The first one, meanwhile, is a perfect film. I can't think of a single criticism of it.

Both are remarkable movies, but for as much as I love The Godfather Part II for expanding on the entire Corleone family saga and history, it's the first one I find myself going back to more. It's truly a monumental film, a movie that I don't think has a single flaw in it, which is partially why I consider it my favorite film of all time. Also for a near three hour movie, it's truly engrossing throughout. There's not a single moment where I'm bored or I'm out of it, which is incredible.
