The Last Emperor by a smidge over Apocalypse Now. Both are all-timers, though.

On a side-note: one of my great unrealized wishes was that Bertolucci had taken up the mantle of making Sergio Leone's unmade Leningrad movie with Vittorio as DP.

Absolutely one of the best to ever lend his incredible vision to some of the most astonishingly beautiful films. I’ll give my vote to The Conformist. A legend in every sense of the word.
