Beale Street would be an amazing nominee. Despite not being showy whatsoever, the character wardrobe choices were so instantly memorable with the color matching beautifully with Jenkins' vision. Bohemian Rhapsody I feel is going to get in here though for it's recreation of the band's (especially Freddy's) look over the 15 years of seventies/eighties rock n' roll style and the glitzy glamorous eye catching outfits of that era (four nominations in total for BR, including Picture, Actor, and Sound Mixing).
While Powell WILL earn two nominations and The Favourite fits the obvious period drama where everyone is wearing giant dresses type-win that this category is prone to award, I'm not underestimating Ruth Carter here given she would be the first African American woman to win in this category and her work isn't just repurposing real historical looks, it's an entirely new vision that also honors African culture as a whole.

after watching it I could totally see a Crazy Rich Asians upset here if the voters go with a popular pick instead of a more obvious but less well-liked (or less seen) overall choices like Mary Queen of Scots, Colette, or Fantastic Beasts. The goodwill could push it into the race.
