Definitely the 80's for me. There obviously are plenty of good movies released in any decade, but I don't know that mainstream film has ever been in worse shape, even now.
40's-60's and 90's and 2000's are my jam in terms of movie eras.

The 80's is the best decade for horror (or at least second best behind the 70's) so that automatically can't be the worst.
I don't know, I guess the 1910's by default but I'm sure there's plenty of quality stuff there. I'm nowhere near knowledgeable enough to give a definitive answer.
All I know for sure is that great movies and terrible movies come out every decade.

All I know for sure is that great movies and terrible movies come out every decade. I've barely seen any 10's/20's stuff so it didn't seem fair to vote for them. And I've still seen plenty of really good 20's movies from the little I've seen so the batting average is good.
