I'm going to call that a tie because the movies are so different but Sunset Blvd. is a more timeless film - and along with Mulholland Drive and The Player a real Hollywood take-down classic. You know you can watch that whole film just for how Billy Wilder constructs scenes and how they "look" - shadow and weird angles and distorted perspectives. It's a classic - and was wayyyyyyy ahead of its time too - a very tough film where Hollywood history wasn't really that deep for a film with that cynical/revisionist of a viewpoint to be made. Now on the other hand, I do love Tootsie because never have I heard the challenge actors face in portraying a salad better than this :
