Don Draper, Tony Soprano, Walter White, Vic Mackey, Kevin Garvey - by character and performance.
Character: 1) Don Draper 2) Tony Soprano 3) Walter White 4) Kevin Garvey 5) Vic Mackey
I think the first 3 are on another level to the other 2, but they all make for great leads.
Performance: 1) James Gandolfini 2) Bryan Cranston 3) Jon Hamm 4) Justin Theroux 5) Michael Chiklis
The first 4 performances are amongst my all-time favourites. I distinctly remember growing tired of Chiklis by around Season 6, as his performance (and character) started to feel pretty one-note, but he has an undeniable intensity and energy that generally makes him compelling.

Character: 1. Tony Soprano 2. Don Draper 3. Vic Mackey 4. Kevin Garvey 5. Walter White Performance: 1. Gandolfini 2. Cranston 3. Hamm 4. Chiklis 5. Theroux Gandolfini/Tony are by far my favorite TV performance and character of all time. I disagree with you about Chiklis... I feel like his performance was kind of cartoonish in the pilot and early in the show, but as the series progress he really made that OTT character human. And he has some absolutely amazing moments in season 7... like the very final scene, Ronnie's arrest, and "I've done worse." Cranston is amazing but Walter White doesn't do much for me as a character. I don't buy his character arc at all.... he went from a painfully boring person to a painfully irredeemable asshole. He is the least realistic character here for me.

And for the hell of it, ranking the series themselves: 1. The Leftovers: Seasons 2 + 3 2. Breaking Bad 3. Mad Men 4. The Shield 5. The Sopranos 6. The Leftovers: Season 1
I've been saying this for years now and who knows when I'll actually get around to it, but I seriously owe The Sopranos a second go-around. I was way too young when I first watched it that I'm fairly certain most of its merit went way over my head, so I can't really evaluate it accurately in retrospect. Otherwise, I'm still a bit uneasy with the rest of those rankings because I'm a huge fan of all of these characters, the actors who play them, and the series they're featured in. But I think it'd shape-up to be something roughly along these lines.

I first watched it when I was around 13 and knew I really liked it but was sure a lot of it went over my head. I re-watched it last year, 16, and appreciated it so much more, particularly the mob side of the show.
