Awful. Makes Snowden look like The Godfather by comparison. Hey now, Snowden wasn't half-bad. Admittedly, it falls into the trap all modern Stone films do: he shouldn't be tackling current events that are still transpiring, because he needs the benefit of a generational gap between the event in question and his depiction.

Yeah, it wasn't terrible... but it also wasn't exactly good. Still, it's miles and miles better than The Fifth Estate. I still maintain Cage's Razzie nomination is the most undeserved one in recent memory, if not in the overall history of that loathsome body. He wasn't exactly Oscar-caliber, but there was nothing wrong with him in it.
