I'd pick Tobey out of pure bias. Grew up on it, didn't want 20 re-boots happening in the same decade and felt a little too loyal to the original. Re-watching the original trilogy, I can understand the appeal of Holland more. He's a fun, charismatic, loveable wise-ass. Maguire had the tragic, outcast thing understandably and relatable-y down, which is why the original trilogy still has a pull to it for me, but Holland would be my second pick.
Garfield, eh. Nothing about the re-boot really worked for me, so I prefer just deleting that from my memory.

While Holland probably captures the spirit of the character best, Maguire is still my favorite.

Maguire but then again Sam Raimi's first two "Spider Man" films are among my all-time favorites in general. Holland was also fantastic, didn't care much for Garfield.

Part of the appeal of Spider-Man for me was the early Lee/Ditko work where a fundamental part of the character was that he was a total dork. Spider-Man is so cool because Peter Parker isn't, and nobody captures that better than goofy as hell, too earnest for his good Tobey Maguire.

They weren't even trying too hard to make Peter uncool, it just was what it was and his social awkwardness felt real and so much more of a catalyst for why he embraced Spider-Man. With the new series, I get that being a nerd isn't as 'uncool' anymore so they had to adjust to the new social culture, make Peter 3.0 fun-nerdy but frankly, the large part of why I liked Spider-Man was for how much of a genuine dweeb Peter was and Maguire was just perfectly casted for that version of the role. I'm surprised Garfield is faring so poorly, I thought it was just me who hated him as Spider-Man.

I like all three of them, but I grew up watching the original Raimi trilogy so there's definitely a bias towards Tobey. That said, Tom Holland is still a very close second.

Tom Holland, Tobey played a great Peter Parker, while Andrew Garfield played a great Spider-Man, but Tom Holland plays both perfectly.
