Garland, on all 3 counts. Only one debateable is Hepburn for looks, but that not even.
Garland has 2 great movies. The Wizard of Oz and Meet Me in St. Louis. Both better than any Hepburn movie.
Hepburn has a ton of good movies.... Sabrina, Wait Until Dark, Charade, Breakfast at Tiffany's, Two for the Road. But not sure I ever found any movie of hers great. Well I guess Roman Holiday is the closest, and her best performance.
Garland also has A Star is Born. As a movie it's not bad, but not great. But I think it's a better performance than anything of Hepburn's.
Garland also has Easter Parade, For My Gal, and Judgment at Nuremburg. Great movies? Nah... but about as good as the average Hepburn movie.
Garland, however, has never been the best part of any movie/year/production. In Meet Me in St. Louis, Margaret O'Brien was the main item. In Judgment at Nuremburg, Maximilian Schell. In A Star is Born.... I think Grace Kelly in A Country Girl was even better. In The Wizard of Oz (while a CLASSIC and among my favorites).... the book is just miles better (Like in my Top 4 all time).
Still.... Garland easily wins here. Not sure how Hepburn got so popular........ maybe it's the replay value of her movies on TV where Garland has maybe one full-on crowdpleaser in her filmography.... The Wizard of Oz. I think lots of people still haven't seen Meet Me in St. Louis despite hearing it in association to some classic story or entity. (like The Nutcracker)

I haven’t seen enough of either’s filmography to vote on the latter two categories, but Hepburn is absolutely gorgeous so I had to at least throw in a vote for that

I am in love with Audrey but Garland in A Star is Born is one of the great film performances of all time. Audrey was definitively not a good enough dramatic actress to ever do something like that so Garland has to win on talent. Plus she's one of the great singers of the 20th century.
I'll still go with Audrey for filmography though. A Star is Born is an all time great but so is Roman Holiday even if the central performance is not as good. After that Garland has her little part in Judgement at Nuremberg and The Clock is good too. Maybe not a popular opinion but Wizard of Oz falls into the "fine" category for me and a lot of her other musicals have not aged that well and are pretty corny. Audrey has classic rom com after classic rom com, plus a bunch of good thrillers (Charade, How to Steal a Million, Wait Until Dark), Robin and Marian. In addition to her being probably the most beautiful woman of the 20th century another reason Audrey has endured so much is that a bunch of her movies have held up really well and are still watched and enjoyed by a lot of people today, unlike a lot of classic Hollywood stars who are only known for one or two roles.
