Toss-up for me between Eva Green and Rose Byrne. Both of them give consistently good to great performances and it doesn't even matter if they're working with complete schlock, only have 10 minutes of screentime, whatever.

Eva Green is definitely a good choice. She is lovely and I think she'll get it eventually .
Some others would be Emily Blunt (say what you want about the Girl on the Train but she killed it in that film! Ditto on Sicario) I also thought Margot Robbie was well deserving of a nom(at least) for Wolf of Wall Street)

Almost honey, I played the young country wife forced into a life of lesbianism with a trans who played my husband but who was now my wife and who kept annoyingly borrowing all my clothes and telling me what to wear, but who had also previously been my brother as we were from a farm in Arkansas... but then it appeared that all was not quite what it seems... as we were trying to stop the townsfolk from finding out that we were really North Korean robots on a mission to steal secrets from the White House to pass over to our allies on the distant planet, Indigo, who were on a mission to stop the World from excessive amounts of Consumerism because they weren't buying enough of their products and wanted to be the market brand. A complex political drama... But sadly it suffered from the boycott led by Jada Pinkett Smith because there weren't enough black actors playing the blue aliens... But it's true that I've come very close to an Oscar... I was only inches away from Meryl's before all the alarms went off. I'd have loads of Oscars by now if they'd allow handbags at the Academy Awards... and if Faye could only remember my name, but I'm still coaching her.

Also, Emily Blunt, followed by Rosamund Pike. Scarlett Johansson was worthy for both Lost In Translation and Girl with a Pearl Earring back in 2003 but hasn't done anything worthy since.
