Daniel Craig Michael Shannon Josh Brolin Sean Penn Edward Norton
The last two names are due for a critical comeback, and especially Norton who is way overdue for an Oscar.

Is Tom Hardy no longer on casting lists for parts that can only be played by white guys? I know Capone sucked and he was ridiculous in it, but he is still a thing in prestige Hollywood casting circles.
He's friends with Leo as well, and they've worked well together on two previous occasions. If he isn't shooting something else, he is definitely a strong possibility.

Yeah, I'd have to imagine that Hardy would probably be a top ten casting director choice for the role. He's currently still one of the top names in the industry, and you regularly still hear his name mentioned when it comes to large major roles in big features. Capone may have been a mess, but Venom was a hit, and he’s still a recent nominee too. I doubt he plays Tom White, but I have no doubt his name was likely thrown around as a potential possibility for the role.

From what I remember, there used to be an open forum with movie insiders where they regularly exchanged scripts and movie news before it was reported in the trades. It was discussed there that Day-Lewis and Phoenix were on Inarritu's wishlist after Penn became unavailable. Not sure if they were ever actually in talks. The forum has since been hidden so only registered users can see the posts there (if it even exists anymore).

Armie Hammer is a fair comp, I'll grant you.
