Does Sean Penn still count as an A-lister?
I feel like even with his two Oscars and fame, his career has been such a wreckage in the last decade that he's fallen off that pedestal. I don't feel like he's on the very top lists even for prestige projects anymore, and certainly not in leading roles.
Christian Bale should be a choice, and I could see those guys doing something together, as many fanboys have always seem them as main rivals in their generation.

Maybe a big female co-star like Scarlett Johansson?? Crazy they never worked together since they seem to be the perfect movie star on screen couple.
I read somewhere that they almost starred together in The Great Gatsby, as she was the first choice for Daisy, but she had to drop out because of scheduling conflicts with the forgettable Matt Damon/Cameron Crowe movie.
In terms of male actors, definitely Joaquin Phoenix, they seem to be the DeNiro/Pacino of our time, it would be rad to see them in a Heat or Irishman type of film.

Yeah, I get where his inclusion was coming from, but Penn isn't really A-list in the traditional acclaimed sense, and probably hasn't been since winning his Oscar for Milk. If anything he's more of a Hollywood renegade outsider type akinned to somebody like Mel Gibson, which is why them co-starring in that recent movie The Professor & The Madman was equally ironic, and part lunacy.

He came close to working with many on the list, including: Clooney - DiCaprio dropped out of The Ides of March, and Clooney auditioned for the Hill role in TWoWS Kidman - DiCaprio was up for the McGregor role in Moulin Rouge! and Kidman was up for the Blanchett and Beckinsale roles in The Aviator, none of which ended up working out Jolie - DiCaprio was up for the Damon role in The Good Shepherd, but had to drop out for The Departed Portman - Portman auditioned for the Danes role in Romeo+Juliet but was decided to be too young for the role Stone - DiCaprio was (credibly rumored to be) offered the Phoenix role in Irrational Man, which he turned down. Stone apparently tried really hard to convince DiCaprio to do the movie Moore - DiCaprio was offered the Wahlberg role in Boogie Nights, which he famously had to turn down for Titanic Johansson - Johansson was reportedly the top choice for the Mulligan role in The Great Gatsby after she auditioned for it, but she had scheduling conflicts with We Bought a Zoo and had to drop out of contention Smith - Smith was Tarantino's first choice for Foxx's role in Django Unchained, but he declined and instead decided to do... After Earth Cooper - Cooper auditioned for the Hammer role in J. Edgar and the Hill role in TWoWS, but lost out on both Penn - Penn was up for the Hardy role in The Revenant, but he had to drop out because he was "otherwise engaged" Bale - Bale auditioned for the Perrineau role in Romeo+Juliet, but lost out To answer the question, it's hard to say because of how unpredictable these things are, but I see Stone as being the most likely to work with him at some point. Yeah, my theory is that Clooney was butthurt over DiCaprio dropping out of his directorial venture, The Ides of March, and then pushing for Hill over Clooney to play Azoff, both in quick succession. He was so used to routinely getting handjobs from the industry during that time that it must have come as a rude awakening that he wasn't even able to land the role of DiCaprio's sidekick and was stepped over for Jonah freaking Hill That the basketball comments came only a few months later doesn't seem to be a mere coincidence.
