Let's go back and try to determine which films would have filled out the field of 10 Best Picture nominees. For years with 9 nominees, you can only select 1 option. For years with 5, you will be able to select 5 options. Some years will be more obvious than others and some will have more options. This isn't based on personal preferences. These are realistic options based on precursor support and other Oscar nominations.
2016 is a strange one.
Here are the options.
Captain Fantastic - 1 Oscar nom (Actor), SAG
Deadpool - PGA, WGA, GG Best Picture
Florence Foster Jenkins - 2 Oscar noms, GG Best Picture
Jackie - 3 Oscar noms
Loving - 1 Oscar nom (Actress), WGA Nocturnal Animals - 1 Oscar nom (Supp Actor), 9 BAFTA noms (including Best Director) Silence - 1 Oscar nom, NBR, AFI
Sully - 1 Oscar nom, NBR, AFI
20th Century Women - 1 Oscar nom (Screenplay), GG Best Picture

2019 - Knives Out (22 votes). 2018 - If Beale Street Could Talk (18 votes) and Cold War (14 votes) 2017 - I, Tonya (20 votes)

None of these make sense to me tbh.
I'll go out on a limb and say Silence, but I don't have strong reasoning for it.

I'm surprised by the amount of votes for Silence. It feels strange to make BP with Cinematography being the only other nomination.
There isn't an obvious choice this year and the Scorsese factor could have played a role. I feel like Jackie or Nocturnal Animals would have been more likely though. Tom Ford made BAFTA Best Director and GG Best Director.
