Manhattan - the opening swell of Gershwin. I saw a screening once with the live NY Philharmonic and that music just floats you.
McCabe& Mrs Miller - "That man? That man never..." and the cut to McCabe.
Jean de Florette/Manon of the Spring - ending reveal

Well not goosebumps in a good way - at 3:12. It's the way he says the line, invoking Christ and blinking - not being evil but rather as if saying "it's ok" with that blink - his face in partial darkness here and we see him in that darkness say the line before we see her react to it. We know the choice before we see the character react. You know, it's Streep's scene - AFTER this - but this moment and how it is set up and played and conveyed is really something else. It's a bold move not keeping the camera on Streep ........and it's the right move too.

They are the moments that make our obsession with digging and following new film... "worth it". Love a lot of these mentioned here.
I'd give another shutout to The Assassination of Jesse James; not just it's ending but it's other bits: like when Robert Ford is counting the similarities between Jesse and himself at the table, and the camera gets closer to them as we are drawn more and more to Bob, how enchanted and sad he sounds, how even Jesse's carefree face starts to freeze for a second listening to him. Also the bit when they started laughing after he's put a knife over Bob's neck... and the assassination itself of course, with that simple melody playing during it.
Apocalypse Now, The Lion King and Mulholland Dr. are some other albums filled with such moments.

Another LOTR fanboy pick since that's the side of me being brought out by this thread for some reason.
Though this one might be even more of a "tears" pick then a "goosebumps" pick...

"Some day this country's gonna be a fine, good place to be. Maybe it needs our bones in the ground before that time can come."
"She never lied to us."
"You'll never have me."

"Every man on that transport died! Harry wasn't there to save them because you weren't there to save Harry!" Nice! The ending also gets me so hard every single time.

Creation sequence - The Tree of Life Ending of The Dark Knight Basically all of Zimmer's big organ moments in Interstellar, especially "Stay"and the reunion with Murph at the end.

I just rewatched The Village, and the scene of Ivy slapping Noah is still as shiver-inducing as the first time I saw it.

Yeah, it's from Major League. I've seen this movie at least 50 times (maybe more) over the years and it still does it every single time. Pretty much right at the 1:50 mark.
