Urbanpatrician's threads got me thinking about this. It's really hard for me to compare singular years a lot of the time, but it's easier to do with decades, as they're obviously much larger groupings, and often have patterns running through them, even though they're rarely perfectly defined or contained. I've actually got a pretty good idea of how they stack up against each other, for me at least, based on amount of great films/masterpieces I've seen from them, the amount of active great filmmakers working at the time, how interesting the landscape was overall, the level of appreciation I get out of the various types of innovation that came forward, etc. I still have a crazy amount that I want to see from all the decades, but for fun, here's how I'd rank them:
1970s 2000s 1990s 1960s 1980s 1950s 2010s 1940s 1920s 1930s

Really, really tough. Gut feeling:
1960s 2000s 1990s 1970s 1950s 2010s 1940s 1980s
Seen far too little from the 30s and especially 20s

Something like this with best and worst of decade IMO. If there's N/A, it doesn't mean there hasn't been any bad movies, it just means I don't have a worst IMO.

90s 70s 00s 80s 60s 50s 40s 10s 30s
70s, 90s and 00s are top kino.
80s is actually really close to kino if not actually kino. Maybe lacks one defining year and not quite as stacked as 70s or 90s but its definitely right there.
60s are pretty cool but there's some years where its pretty sparse for me. '65, '66, '67 but emergence of New Hollywood is thought to be 1967.
50s and 40s have their gems but also way fewer than other decades.
30s and 10s feel like theyre below the 50s but WAY below '67-'06. That 40 year stretch.

60's vs 90's was very close and the top four are all great decades.
