Daenerys, Tyrion, Jon Snow and Cersei are certainly becoming cultural landmarks. I also think Renata from Big Little Lies could become one of those iconic characters, everything she does in season 2 has become a meme so far.

So while I don't watch The Walking Dead, I would have thought it must have at least a couple of characters that fit the bill? Unless I'm mistaken it's the biggest show of the decade along with Game of Thrones...
I watched Breaking Bad, and I'm amazed no one has mentioned Saul Goodman yet. I mean, he has more TV time than the other two lads. I haven't watched Better Call Saul, and I likely won't, but I understand it was popular and fairly acclaimed for a while.
I'd make a lesser case for, but still mention these folks:
Kimmy Schmidt Raymond Holt Rust Cohle
Also, In Ireland we had a show called Love / Hate, and it had one character called Nidge, who will be iconic here for years to come.

Great point about The Walking Dead and Saul Goodman. I would say that Rick, Daryl, Michonne, and Carl are iconic characters. Maybe Glenn and a few others. Other characters that I don't think have been mentioned yet: Jack Pearson, Randall Pearson, and maybe Rebecca Pearson The Belcher Family Selina Meyer Carrie Mathison Amy Farrah Fowler Offred Cookie Lyon Olivia Pope Luther Suzanne "Crazy Eyes" Warren Delores Abernathy Frank Gallagher Ray Donovan Teddy Perkins Sheriff Hopper Queen Elizabeth II David S. Pumpkins Donald Trump (?) - For better or for worse, I think Alec Baldwin's impersonation of Trump will be remembered many years from now when people remember the pop culture/politics of this decade. Violet Crawley - (I never watched Downton Abbey, so there's probably more characters that would be considered iconic.) Sherlock Holmes - I know that the character was already iconic before, but I think it's a role a lot of people with associate with Benedict Cumberbatch.
