Very much so, and what makes him special is not only does he understand what audiences are looking for he doesn't necessarily cater to them exactly how they want either. He's a master filmmaker among the world's best, and in sensibility the closest we have to a DePalma in his prime - you can watch his work several times to get something new out of it just from the filmmaking POV alone.
The best way to explain it is in the setup in Oldboy for example, that would have been the whole movie in an American film, it wouldn't have gone beyond that - but what he's interested in is much deeper and more interesting and weirder and more elusive.

True. It's very rare to find a filmmaker who understands the pulse of audiences yet makes the kind of films they want.

Don't necessarily think that's true, and my issue with his films is that they overstimulate. On the other end of the spectrum we have directors like Tarkovsky and Bresson who feel like they're asleep behind the camera. The happy medium is somewhere in between.

Watched Lady Vengeance this week for the millionth time..........and when I watched I thought to myself "Is he catering to the audience or is he challenging them?"
Clearly, it's the latter and look how this famous, amazing scene is in technical composition, character, information, time frame - dialog free. He's one of the rare filmmakers working who understands the mystery and elusive component of film. This is what I think he means by "more stimulation" and he's so brilliant at it.

Sure, but I've haven't been remotely stimulated by one of his films.
