Romy Schneider in L'Important c'est d'aimer - I suppose the entire film could qualify, but this scene in particular is seared into my memory: Not NEARLY enough close-ups of beautiful females staring directly into the camera and weeping in film history ........speaking of which:

For men, I think Clift is king, and you can really take your pick. The scene that George Chakiris robbed of an Oscar springs immediately to mind, but I like that one where he first shows up to his uncle's party in A Place in the Sun.
