The precursors coalesced so perfectly for the 10 films that were ultimately nominated, it's hard to determine what was 11th... The Color Purple? May December? Saltburn? Something populist like Air? Given its real estate in the Acting categories... Nyad? Something in a foreign language, maybe? Society of the Snow or The Taste of Things? Napoleon received the most nominations WITHOUT a Best Picture nomination, but it's hard to imagine it being close to the lineup...

Archie - That is... genuinely terrifying. Pittsnogle_Goggins - That's giving them too much credit... I'm surprised it even got the Screenplay nomination, honestly. There was just no passion for it in the industry. I ultimately think it was The Color Purple, if only because it had some huge names behind it - Oprah, Spielberg, Quincy Jones...

The Color Purple kinda gives me Extremely Loud and Incredibly Close vibes. One supporting nod, longtime frontrunner that petered out instantly, but late enough release with just enough pedigree to hang around. Somehow never totally absent from the conversation without much to show for it. SAG Ensemble, not necessarily indicative but it's something. Fantasia at Globes and BAFTAs, the latter likely a jury save but again, something. Pic nod at CCMA, meaningless, but on the other hand it is there.

May December is the one screenplay nominee not represented in the Best Picture lineup, but I feel that film's momentum died long before Oscar voting.
All of Us Strangers blanked with the Oscars, but it did extremely well with BAFTA and its late release probably hampered it before it could hit momentum.
The Color Purple got the SAG Ensemble nod, but it really flatlined throughout the season and I just don't feel the passion was there for it.
So with all that said, I'm just gonna pick the right answer and say it was Flamin' Hot.

I'll go The Color Purple since it got the SAG Ensemble nod and the acting branch is the biggest one in the Academy.

I’d venture to guess they were both included on a portion of voter’s ballots.

My best guest would be TCP.
