Emily Blunt was famously the first choice to play Black Widow in Iron Man 2 but had to turn the role down and star in the seminal Gulliver's Travels instead. ScarJo donned the black jumpsuit for more than a decade and became the best paid actress.
Both are known for ass-kicking action roles but have also proven their dramatic chops multiple times, so who is the better actress?

Blunt is more consistent and usually good, but she's never really wowed me all that much. Hell, I'm not sure if she's ever topped her debut with My Summer of Love.
Johansson had an awkward period after her big 2003, but her highs have always been considerably higher to me - I'll take Lost in Translation, Under the Skin, Her, and Marriage Story over anything Blunt has done - and in the last several years she's fully reconciled her screen presence and now her floor is on par with if not even a touch higher than Blunt's.

Random thought, I think it would've been ideal for these two to actually swap their Nolan roles, as I think Blunt would be a much better fit for the Prestige, and Johannson could've made a stronger Kitty Oppenheimer.

Right now Scarlett has done better (filmography, row of performances) that I have seen so I shall vote for her... but I feel Blunt has more to reveal of herself, given the right opportunity. I don't really think Johansson could surprise me at this point.
Blunt could do the breakdowns in Marriage Story, but I don't think Scarlett could give the final (was it?) scene of Blunt's character near the end of Oppenheimer the gravitas it required.

Blunt is significantly the more talented actor.
Johansson is mouldable, and can now give strong performances under good direction, but it's been a long struggle for her to get there. She was given chance after chance in films in the 2000's to get to a more consistent level, but was so often a reccesive actor. Going on stage probably helped her a lot. I think she's more hard-working than talented, but that still has to be commended. She has really maximised her talent.

Classic consistency vs peak debate. Scarlett has two all timers in LiT and Under the Skin, and a lot of her other dramatic work is middling. Blunt is good all the time but hasn't hit the highs Scarlett has. Voted Scarlett since I usually vote for peak.

Blunt by far. I’m convinced people just find ScarJo so hot that it’s melded into their opinion of her acting lol (I kid… mostly).
Blunt has an interesting filmography and has shown a lot of versatility in comedy, drama, horror and action. Even with mid movies, I still look forward to her on the whole more than ScarJo and have never been disappointed in her output. While as Johansson has had more meatier opportunities in her career (JoJo, LIT, Marriage Story)… I still don’t think she brings anything unique to the roles, can often misfire ( frankly I would’ve replaced her in JoJo). I do wish Blunt could work with some better directors to get the same types of opportunities but idk if she’s just not interested or hasn’t had the opportunity.

They're literally right next to each other in my actress rankings, but I give the slightest of edges to ScarJo.

If the question was: who is the bigger actress, than of course ScarJo; but it's about "better" so Emily Blunt by miles. ScarJo starts feeling one note very easily. Even her big Oscar-nominated role couldn't go beyond a movie actress playing a great dramatic role. Blunt on the other hand makes you forget about the actor and pulls you into the power of the character, and that includes her Action-oriented Characters such as in Edge of Tomorrow. Plus the RANGE of her characterizations: Looper, Devil Wears Prada, Mary Poppins, Sicario, A Quiet Place.... ScarJo has worked very hard to get where she is in her career and deserves it, but Blunt remains a far better actress in my opinion.

Scarlett is not as consistent, but in aggregate I find her far more daring and interesting - both in her choice of roles and the choices she makes within each one. Emily is about as exciting as store-bought chamomile.

BLUNT EASILY
ScarJo is the most overrated name on this board besides Emma Stone. On a board that has the shortest term memory....stuck in ultimate recency bias...which explains why Stone and Johanssons names in particular are so hot right now.
All of Johanssons movies besides LIT and MCU will fade away. and Her might be big to some people, but I don't think even Joaquin fans think he was giving an actors masterclass in it so I see that movie going away too...its already on the downward trajectory.
Even her MCU nobody sees it for her. And Lost in Translation there was way more Bill Murray fans in '03 and hes the far more acclaimed contribution to the film. Not to mention Sofia Coppola is the reason the movie is such a classic. Makes sense ScarJo is the only one of the 3 not nominated.
Saying this, I loved Scarlett in LIT, Pearl Earring and Home Alone 3 but shes been on the downward slope acting wise since 2003 while gaining a shit ton of mainstream cred. Those subtle demure cues of possibly a great actress that I used to see from her are gone.
Emily Blunt's movies arent the ones you think are huge but a lot of her movies are only relevant because of her. Who cares about Mary Poppins Returns without Blunt? Pretty sure Looper is a pretty mildly enjoyable action movie elevated by Blunt. A Quiet Place isnt some horror classic but its again elevated by the face on the poster. The Girl on the Train has other points of significance but Blunt is again the star in show.
As I say again, all Johansson movies are only relevant because of the huge audience (MCU) behind them and her being smacked in the middle of greater talent like Sofia and Murray. Her is a meme movie at this point and has aged like crap. 2 people care about Under the Skin. Marriage Story is just another Baumbach..nothing stands out about it. And Jojo Rabbit has a very low shelf life stock.
And saying all this, Lost in Translation is in my Top 3. Lmao
