All four are truly generational talents. Loren and Cotillard have all-timer wins to their name, and Ullmann and Adjani would've made worthy enough winners in the years they were nominated (even if I think Adjani lost rightly to the best actress of her respective years).
In terms of who is my favourite, Cotillard by a hair over Ullmann.
EDIT: Cruz is also missing, as stated below, and she is the exception to my "generational talent" remark. Just never been much of a fan of her nominated work aside from Volver. She can be good but she's comfortably fifth of the group to me.

I'm missing Marriage, Italian Style and Camille Claudel out of these performances. I can say that all the other 6 performances and these actresses in general are absolutely smashing.
Overall favourite is Ullmann. And I am not ok that she wasn't nominated for The New Land.

I love all these actresses but there are very few actresses where I have an actual limerance for her (thanks Nikan !)? It's ok, though I have some topical medication for it and stuff She's like a ghost and you......you.....well.....you and I are merely lucky to be just over her shoulder .....pfffft

Not seen The Emigrants, so can't really answer the second question, but it'd be very close between Loren and Adjani, and I probably would go with Loren.
I like Ullmann best overall. She can't compete with those others for looks/sex appeal, and they can't really compare with her as performers.

Adjani probably has the best duo - Adele H. being an all-timer puts her over the edge, and she's great in Camille. She must've been close for Queen Margot, too. Loren is the best comic actress of this bunch so I'm glad she got nominated for a comedy! Obviously she's terrific in Two Women too, which gave the impression that she could do what Magnani could do (not quite, but it's a winning performance). Ullmann is just a treasure, the face/soul of 2 of my favorite movies (Shame & The Emigrants). She should've won in 1973 for The New Land in what is maybe the worst Best Actress line up of all time? But they didn't even nominate her. Cruz is wonderful, and impossible not to root for. Unlike the current Hollywood actresses, Cruz gives the impression that she's actually lived a life - she should've won for Volver and even the wonky Parallel Mothers too.
Cotillard I find unwatchable in La Vie en Rose, acceptable in Nine/Public Enemies, excellent in Rust & Bone and Two Days, One Night and then went back to being a bore again.

The fact that Chris Nolan allowed this scene of Cotillard "acting" to make the final cut of The Dark Knight Rises is a crime against cinema. How does a director as good as Nolan allow this past the editing room . Even if you have no other usable takes, you gotta reshoot this :

Sadly I'm not very well versed into Loren's body of work but I'd give her the oscar both times she was nominated, no context needed to know she mastered the italian melodrama and comedy in both movies. Ullmann's an open book and can do no wrong in my eyes, agreed with Javi, where's her The New Land win ???, Cotillard's noms reflect the incredible run she had for quite some time but I think her best work wasn't nominated (Rust and Bone and The Immigrant), Penélope I love forever and ever, even more so when is not a Hollywood production, they don' know how to deal with her. I love that both of her non-english language noms are from Almodovar collaborations, I just rewatched Volver for the 100th time, she's perfection, should've won both times. However Adjani is my favourite actress of the group and while she's phenomenal in her nominated work there's more to her that what both films suggest, that is just an invitation to dive into her body of work.
It really is a shame that Huppert and Deneuve are not part of this group though (as of yet!)

I like all of them but Liv Ullmann takes this easily for me in both areas, overall and nominations. I will also say this: She is just as good (possible hot take: if not better) than Ingrid Bergman in Autumn Sonata and should have been nominated too that year. That monologue she explodes on her... whoo.
