Seeing as we haven’t even had an animated Best Picture nominee since 2010, the idea of an animated Best Picture winner will be unlikely for a while I’ll grant you that.

Probably not any time soon. Parasite was a perfect storm. You'd need to find an animated film with as much appeal that expands to near universal acclaim (baring moronic "hot takes"), a year of divided loyalties regarding the competition, and that still might not be enough to overcome perhaps an even greater bias among those fools who don't consider animated films "real cinema" .

I think that's a more difficult hurdle. Foreign language films are respected and not conventionally thought of as "lesser" films, the barrier is more one of culture and accessibility which is something that has been chipped away steadily as it is becoming more and more convenient to see a broader range of movies and they can matriculate into the public discourse.
Animated films, though, still have the stigma of being seen ostensibly as kids films. Animation would need some popular milestone film or a whole new wave to start to break that conception, and I'm not going to bet on either happening within this new decade. Hell, I'd just like to see another animated film get nominated again.

I do believe you can make a pretty good case that most of what you’re saying is pretty accurate in terms of comparing what foreign language films and animated films go through at the Oscars. It seemed we were going in the right direction with Up and Toy Story 3 getting nominated, but it seems we have stalled for the time being unfortunately. I’d definitely settle for a nomination now.

It should've happened last year with Into the Spider-Verse, but it didn't even get a Picture or an Adapted Screenplay nomination. So yeah, I think it's gonna take a really long time before we have our first animated Best Picture winner.

TBH I think we'll see a doc win BP before an animated film. Yeah, docs have never been nodded but some have kinda come close (Hoop Dreams, OJ Made In America). When it breaks through with a nomination, it'd be a matter of time, it'll definitely have an easier time if promoted properly compared to an equivalent animation film (I don't really see how the lesser film argument would go with docs). The problem is if it breaks through soon or later, but if Parasite is a sign of evolving tastes more than publicity, then I'd say likely we'd see at least one in the next decade.
OT though, Disney/Pixar is never winning BP definitely. Studio Ghibli might but I won't bet on it. If an animation must have a chance, it's gonna be with a Waltz With Bashir kind. If say TS3 got an above line Oscar I'd say differently.
