Until, like, 2008 I'd go with Winslet. She's lost something since then and a lot of pretense has entered her performances. I don't know if it's because she lost some of her ambition, but I haven't really loved any of her performances I've seen ever since. I've also soured on her with all the fake BS she pulled with the whole Woody Allen thing.
I was never really that big on Blanchett (she's like Bale for me), but there is no denying that she is a skilled performer and she's always been more consistent than Winslet.
I'd call it a tie, but it's only a matter of time before Blanchett surpasses her.

Blanchett makes a strong case for being the best actress of her generation. Winslet has some strong performances but in my opinion, she's not on Cate's level.

Winslet doesn't have Blue Jasmine, but she also is rarely as soulless as Blanchett in Carol. That's such a generic role for her at that point in her career and she's done that at least 5 times. Yet as we speak it's her most recent nomination.
Winslet is rarely soulless, and she's clearly better at 50s housewife roles. Her Mildred Pierce > Blanchett Carol. But her best film performance is Quills. It doesn't compare to Blanchett in Blue Jasmine.
Winslet might've started out better though. Because until maybe about 2008, Blanchett was always living in Winslet's shadow - she had only 2 really great performances before 2008: The Man Who Cried and The Gift. Blanchett's soulful Russian dancer in The Man Who Cried > any transformation of Winslet's. But 2008 took Winslet down though.... The Reader stunk, and Revolutionary Road while better wasn't a tremendous improvement.

I see them as a 3 headed monster in a way with Kidman. They are always lumped in together despite not being of the same generation - Blanchett and Kidman are, Winslet is younger and they are not that similar but usually mention 1 and the other 2 aren't far behind.
I rank them Blanchett, Winslet, Kidman - Blanchett is just a marvel of technique although I don't think she's all technique. She is on the shortlist of the worlds great actresses imo - I can't really think of an actor male or female that she can't stand with on an artistic level.
Winslet is hurt by not doing theater - usually I don't require an actor to do theater (though I do like when they can do it) but Kidman and especially Blanchett are successful theater actress too so you feel it lacking there a bit in her case (she doesn't do theater because of her marriage/kids etc.)
In some ways it helps keep them focused and daring, where Winslet when her career trouble started seemed more rudderless but she's too good not to get back on track and she has some major things coming .........they all do.

Blanchett I just never understood the appeal of, outside of Galadriel and Jarmusch's Coffee and Cigarettes (and maybe Benjamin Button too). Her acting always seems so artificial to me, like she's never actually channeling emotional or mental states. Blanchett is technically skilled and has more range than any of her rivals, but I feel sort of the same way. It's mostly superficial to me, and I rarely get a sense of her characters as actual human beings. I don't think she's capable of what Winslet achieved with Eternal Sunshine of the Spotless Mind, for instance, which I think is one of the greatest performances I've ever seen from an actress.

Oh honey, Blannie - although I've recently come to love Winslet. I loved her in The Dressmaker and her performance in Wonder Wheel was flawless. She's much better than Kidman. You just have to look at her ease at accents, which Nicole has never been able to do well.

Winslet from 1994 to 2004 was a magical creature... the film world's most entrancing actress give or take Maggie Cheung. She had flair and vigor and intelligence. Now she's just another talented actress...
Blanchett was my teen crush ... not nearly as soulful as Winslet but she has an alien appeal and a magnetism. Those cheekbones command your full attention. Like Winslet, she was more interesting before becoming an Oscar winner. Unlike Winslet, the actual quality of her work hasn't really declined.

They were neck and neck in the mid 2000's. Blanchett has soared past her in the past 15 years. as soulless as Blanchett in Carol She was downright bad in Carol. Don't know what happened there. A pity since Mara was so good and the movie looked so nice.

Winslet has more talent but she's basically been MIA for a decade. Blanchett has been pretty consistent for 20+ years now.
