Use whatever criteria you'd like (looks, talent, personality, etc). Seems like these guys swap relevancy every 2 years.

I think Pine has hit higher heights with his two Carnahan offerings and Hell or High Water, but I think Evans is capable of more and is an intrinsically more watchable actor.

I think Pine has half a dozen performances (Horrible Bosses 2, the two Carnahans, Hell or High Water, Wonder Woman, his Save the Date commercial) that are better than anything Evans has done.

I agree with the sentiment that Pine has much higher highs, but since taking on the Captain America role (which I thought he was allllllllll wrong for beforehand) I think Evans has developed one of the most likeable, watchable on screen personas possessed by any movie star of note. I prefer him in that way, I'd say I like him more in general, but I think Pine has just proven as great a surprise as anyone to me this decade. On the one hand I thought he was pretty bad in Into the Woods, but you put those Hell or High Water and Horrible Bosses 2 performances next to each other, and at least me, I just marvel at it.

Obviously that's not the only reason that it's a hit, but I've seen so many reviews constantly highlight that, and anecdotally people that I follow on social media have all talked about that. He and Rian Johnson were very smart to do that so soon after Endgame.

This is kind if tough, because these two have a similar appeal. Evans does not get nearly enough credit for what he did as Captain America. I guess it's easy to dismiss performances in those type of blockbuster superhero things, but the integrity and moral certainty he brought to the character without coming off as a boring square is not easy. He's not a quip machine like many of the other Marvel big hitters (Iron Man, Spider-Man,Thor etc). Him making a square character like Captain America a cool, hugely beloved fan favorite in live action is a pretty remarkable feat. Not far off from what Christopher Reeve managed with Superman.
It's all the more remarkable because Evans is nothing like the character in real life. He's kind of a goofy, Boston frat jock. A real "bro".
Pine is really good as well, and has a deeper portfolio of performances than Evans right now. I'll choose Evans based on respect for what he managed to pull off as Cap.

I think Evans is a much more entertaining actor. I've only liked Pine in two or three roles.

Pine at least has some leading man charm in his movie star roles (he'd be good in a Cary Grant type role in a classic screwball comedy) and allegedly has a good dramatic performance in Hell or High Water, which I haven't seen. Don't really get the deal with Evans aside from him being good looking.

I find not only Pine's highs much higher, but I think he's also more versatile and consistent. Evans is no slouch, but I think Pine's highs are not only much higher... but he's definitely far more versatile.
