He's like a more annoying version of Tarantino. Citizen Kane and The Trial are great though.

Kane is his (arguably anyone's) best, but F for Fake and A Touch of Evil are great masterpieces as well.

I've been utterly obsessed with Welles lately. And I've just recently finished the gamut of his filmography. And it wasn't a day later that we got the official announcement of The Other Side of the Wind. We're all lucky bastards. Btw, if you don't think Welles is a legendary figure, just check out "Voodoo Macbeth."
At any rate..... here's my rough ranking from what I've seen:
Citizen Kane
Touch of Evil The Magnificent Ambersons Othello The Lady from Shanghai The Immortal Story Chimes at Midnight F for Fake The Trial
Mr. Arkadin The Stranger Macbeth
Kane is an all-time masterpiece. The 2nd block of films are his great films: all around an 8/10 for me. They're worth studying. And to think half of them suffered from more-of-less studio meddling. 3rd block are pretty-good, interesting, but flawed films. Arkadin is the one to note - it had production problems and major distribution problems, but there's also a very weak lead perf from Robert Arden, and a strained framing device. But the story is great and the film gets better as it goes along. Surprised it hasn't been remade yet.

He's a master.
The Magnificent Ambersons is my favorite from him despite the butchering it received. I can't imagine how superb it would be if Welles had gotten final cut.

Big fan, but I still say the popular answer of Kane.
Touch of Evil is also one of my favorite movies and Magnificent Ambersons, F for Fake, The Trial, and Othello are up there too.
