A bit of a tougher group to whittle down:
1. William Hurt, Kiss of the Spider Woman 2. Christoph Waltz, Inglourious Basterds 3. Bob Hoskins, Mona Lisa 4. Javier Bardem, Biutiful 5. Joaquin Phoenix, You Were Never Really Here
1. Charlotte Gainsbourg, Antichrist 2. Kirsten Dunst, Melancholia 3. Kathy Burke, Nil by Mouth 4. Holly Hunter, The Piano 5. Krystyna Janda, Interrogation

It's your list, but I feel there are much better choices to be had here overall. Phoenix shouldnt even be there when you are leaving off people like David Thewlis in Naked. Too much recency bias as well, as if great acting only started happening after 1985.One could easily make a great list with some much older choices. Ray Milland in The Lost Weekend, Spencer Tracy in Bad Day At Black Rock, Richard Harris in This Sporting Life. And these are just English language winners Also, the very Hollywood friendly Javier Bardem aside (on your list anyway), I suspect a lot of the non-English language winners will have gone unseen, so it's probably a distinct disadvantage for them.

Thewlis and Milland were fighting for that fifth slot, and honestly if you asked me ten minutes from now, one of them might swap with Phoenix. It's a veritable murderer's row of quality performances.

I think Phoenix was a fine winner in the context of the competition the year it came out, but in the history of the entire compeition, I'm not sure he'd crack my top 25 (and bear in mind, there are quite a few I haven't seen). I know Joaquin is your guy (and he's a tremendous actor), but I don't really think it's that tough a decision to pick say Gerard Depardieu in Cyrano De Bergerac instead. Or even Forrest Whitaker in Bird (and this is ignoring choices like Thewlis).

1. Christoph Waltz - Inglourious Basterds 2. Michael Redgrave - The Browning Version 3. David Thewlis - Naked 4. Jean-Louis Trintignant - Z 5. Spencer Tracy - Bad Day at Black Rock
1. Emilie Dequenne - Rosetta 2. Bette Davis - All About Eve 3. Sally Field - Norma Rae 4. Valerie Perrine - Lenny 5. Marie-Josee Croze - The Barbarian Invasions
The men are far more impressive than the women, but I've also seen far more winning performances on the male side.

The group of winners here is stronger imo, so it was more difficult to narrow it down to 5, and like you, could add a different name at a given time, and even though, again, I have some major films unseen, I’m comfortable with this.
Actor David Thewlis, Naked Terence Stamp, The Collector Javier Bardem, Biutiful Per Oscarsson, Hunger Yuya Yagira, Nobody Knows
Actress Isabelle Huppert, The Piano Teacher Bette Davis, All About Eve Juliette Binoche, Certified Copy Holly Hunter, The Piano The cast of Volver

Adjani, Possession Huppert, The Piano Teacher Hep, Long Day’s Journey into Night Holly Hunter, The Piano Streep, Evil Angels
Bardem, Biutiful Nicholson, The Last Detail Robards, Long Day’s Journey into Night Depardieu, Cyrano de Bergerac Spader, SL&V
Some trivia! The only actors/actresses with more than 1 win (all have 2) -- Huppert, Mirren, Redgrave, and Barbara Hershey. I love seeing Hershey grouped with those others. Dean Stockwell, Jack Lemmon, and Mastroianni. So, Stockwell is the reigning champ, show sum respect!

I even wanted to make a list, but then I looked at the wikipedia page and realized that I watched very few performances that won the Palm D'or in Cannes. In the future I plan to do a personal project and watch the winners separated for decades.
