I wouldn't say *horrible*, but Jordanna Brewster in American Crime Story definitely stood out (it doesn't help her that the cast is doing some ridiculously fantastic work around her).

I'm sure there are quite a few that I dismiss from my mind, but of recent shows, there are quite a few of the main actors on The Walking Dead (Andrew Lincoln and Chandler Riggs in particular have rarely, if ever, been good on the show - though for different reasons) and most definitely Robin Taylor on Gotham. Oh God was he terrible. The show is already pretty terrible (at least judging by the first season), but his portrayal of Cobblepot/ Penguin is horrendous. Crazy there's praise for him at all.
