Not even remotely comparable. LaVona Golden isn't a saint, but Lynne Cheney is far more controversial a figure, especially in regards to her husband's notoriety. Real-life figures who were unpleasant can be recognized and even win, but rarely do they do so when their subjects are still alive.
EDIT: It should also be noted that unless you were a die-hard(ing) fan of Tonya Harding who followed her career, you didn't know who her mother was or the toxic influence she had. So people weren't watching I, Tonya with a preconceived idea of LaVona Golden. They only saw a chain-smoking, scene-stealing Allison Janney with a bird on her shoulder.
I think you might be over emphasizing Lynne Cheney's notoriety, her husband sure, but she's never really been a notorious figure by herself, not even to the degree say Pat Nixon was.
I should note, I don't think Adams is likely to win at this point either. But I don't think it is unbelievable based on the role alone. After all it didn't stop Julianne Moore from winning the Emmy, for playing a far more notorious Republican in terms of public perception.
