I don't think people still say that now, with the last 2 year's output, but before that they had some points.
There is many reason for horror having a bit of a bad name:
1) Because of it's low cost and the ability to pre-sales movies without much credential attach to it, it is the entry doors for many (director, producers, etc...), full of direct to video output, of the 112 horror movie that did try to play in theater in 2015-2016, how many were good, the average quality and success rate must be still very low, non-horror fans just look at the top 5-8% that reach mainstream audience and have an extremely positively biased opinion of the genre because of that small sample (we tend to do the same for foreign films), critics/festival curators that watch 400 movie a year's, with many bad horror movie in the lot will not have our biased view:

2) Linked to one and because it is the most popular genre in theater and the last date-night genre, almost anything can work commercially with the good marketing campaign and high concept hook, even with a 0% score on Rotten tomatoes and low production value, people keep those terrible success in mind and taint their perception.
3) Maybe because of the bad name given by 1-2, it is rare for a big name director to do a pure horror movie (it is rare for them to do a genre movie), so it is rare that we get good horror movie with large production value that really compete for best movie of the year for a large size of the population. If the next Alien goes deep in the horror side, it will have that market for it pretty much alone.
It did change recently, because it is so hard now for new director to do a movie that even when they had a big success in the horror genre they often stay stuck in it, being the only second movie they can do while keeping creative control and get paid, so there is more good talent that stay in the genre now I think.
Also you can do more and more now with a small budget and they are getting not so small budget because of how well they do financially versus pretty much everything else.
