I feel like if it's a tie, there should be a poll in place to determine who wins the Hunger Games (people who voted for X will still vote for X and people who voted for Y will vote for Y... but it will force other people who may not have voted for either in their lists to determine who is the supreme champion).
And if you go that route, definitely make it a blind results vote.
Do a tie breaker of which was on more ballots. Then if that's also a tie, narrow it down by looking at which one had more higher placements. If it turns out that they both got 100 points, were on 10 ballots, and placed literally on the same rankings, then sure, it's a real tie and allow both in the results. Otherwise, it's not really a tie. Someone won and another person got in due to a lazy technicality.

Thanks for the responses all. I'll stick with leaving any ties unbroken.
As things stand, with all ballots counted, the Top 25 in both polls are completely tieless (is that a word) / without tie. It would be fantastic if it could stay that way, but I've no doubt a few will creep in along with the last few ballots.
