I've always like Deerhunter/Atlas Sound, so I'll say Bradford Cox.

For someone who's specifically came into their own during this decade, Annie Clark/St. Vincent.
Pop stars can't write songs anymore without 20 of their best friends helping them, so can't say any of them.

Well treating the decade as 2010-2022 (whatever):
It's always tricky to separate "lyricists" from "songwriters" but these 2 have both covered:
* Gentleman Jesse - This is cheating because he only has 2 full albums in this period - but he can master all kinds of writing tricks whether it's Pop or singer / songwriter-y meditative stuff on his last record which he had never shown before at all.
* Matt Julian of the Speedways is a Power Pop Savant/ Genius it seems to me. I keep playing his 3 Demo EP's this year and this has revealed a whole window into his artistry - and these are just his throwaways.
Both these guys are noticeably terrific as writers and future cult stars but in our current time......and I think are the only 2 newer people I've really singled out on MAR for their writing craft specifically in my best of year lists since 2017 - making their music special (as opposed to just their sound, attitude - or their band doing it in performance - etc.)

Well if you read my music posts - you've probably been thinking "Gee pacinoyes hasn't praised CMAT in a couple days? I hope he's ok".........well ........ The most striking songwriter to emerge in several years imo - not merely as a lyricist - though she's a fantastic one - but conceptually as a humorist (some of this is a comedy album - it's hilarious), a parody of a music form (Country music) and a sincere conveyor of emotional stakes. Most of the music I like is about sound not form - but this is so hard to do AS form .......this song, a kind of masterpiece is about suicide and you could play it a million times and never once get it and once you get it, it takes your breath away. This is the first song on her first album. Quite a way to make an entrance.......no one writes songs this way atm.....no one.......and while it's not my fave record of the year because I have my own limitations (um) there is not a better written record this year and I doubt there will be. It's a dazzling highwire act of composition.....

Upcoming documentary trailer on Ike Reilly who has made 8 albums - from ages ~ 40 (his debut!) to ~ 60....... 4 of them were among the best Rock albums of their years, 2 were very good ones, and 2 hit or miss ones with some gems. He'd make an amazing box set one day .........and he's maybe the best songwriter of this century actually.....
If you don't know him - seek out his big 4 (Salesmen and Racists (2001), Sparkle In The Finish (2003), We Belong To The Staggering Evening (2007), Crooked Love (2018)........
For fans of Dylan, Westerberg, a more wise-ass Springsteen, pacinoyes and his sense of humor, Fucking Things Up, Sarcasm, Not Selling Any Records......... etc.
