The following categories will have up to 7 nominees:
Best Picture Best Director Best Actor Best Actress Best Supporting Actor Best Supporting Actress Best Ensemble Cast Best Original Screenplay Best Adapted Screenplay
The following categories will have up to 5 nominees:
Best Cinematography Best Production Design Best Costume Design Best Makeup and Hair-styling Best Stunt, Fight and Dance Choreography Best Visual Effects Best Editing Best Sound Mixing Best Sound Editing Best Original Score Best Original Song
Please submit ranked ballots to me. You can submit ballots with less than the category's number or without certain categories other than the top 9.
The top 9 categories will be scored thus:
1. 5 points 2. 4 points 3. 3 points 4. 2 points 5. 1 point 6. 1 point 7. 1 point
You can submit just 5 if you'd like and your top choice will still get the full points. Less than 5 and it will count for fewer points.
The eligibility period will be for the first theatrical release in the film's country (or one of its countries) of origin. Look on IMDb for that information. So films like Clouds of Sils Maria, When Marnie was There and A Pigeon Sat on a Branch Reflecting on Existence would be eligible this year. So would 2013 festival releases that were delayed like Under the Skin, Locke, Joe and Only Lovers Left Alive. US released films like Snowpiercer, The Wind Rises, The Tale of the Princess Kaguya and Ida will not be eligible, however.
The voting period will be until May 28th at 11:59pm PST. After the nominations are out, there will be a two and a half week voting period and then the winners will be declared.

Serious question: Is Over the Garden Wall eligible? Technically, it could be called a miniseries (it was originally presented in 10 minute episodes), but the whole thing lasts for less than two hours, and I watched it in one night.

I always thought TV movies were eligible, but I hadn't seen any for the last two rounds, so hadn't checked.

I don't want to get too far away from theatrical releases, but some TV movies like Duel have really transcended the medium. Miniseries are another can of worms, though. There's going to be the inevitable line blurers, like Bergman's movies-that-are-also-miniseries, so it's hard to come up with hard and fast rules. As for Over the Garden Wall, that seems fine I guess, from what little I know about it. So long as people don't start pushing it and submitting things like Band of Brothers, we can keep the ones in the grey areas.

Also, before you all vote for Best Stunt, Fight and Dance Choreography, if you haven't seen The Raid 2 yet, then watch this (and any other clips you see online) and then vote it #1. Those who have seen it will most likely be voting it #1 anyway. This isn't just the best of the year stuff, it can stand with the best of all time in regards stunts and fight choreography.
...now go watch the whole film and vote for it in Picture, Director, Editing and Score too.

The songs are unfortunately pretty short (I think they had to be cut down for time), but they do a great job evoking a time and place, and I find the whole soundtrack to be a joy to listen to.
