I think from beginning to end the host I always remember as being a favourite was Steve Martin in 2003.
In terms of a monologue, as long as I have been watching the Oscars I'm not sure I can think of anything (intentional) that compares to Jackman's opening musical number. The rest of the show was pretty trash, but I still go back and watch that thing every couple of months.
