Fargo is a 10 and has and from the looks of it always will be my choice.
I'm never 100% on my runner up though, as I give a few of them a 9/10. It would probably be Miller's Crossing or A Serious Man.

Fargo is my favorite, don't let the screen name mislead you. I do love The Big Lebowski though. Raising Arizona was my first Coen brothers film, another classic!
