I always keep comparing myself to those decades because I don't know, I just do. Maybe because I grew up with the movies from both decades despite only existing in the 90s.
Personally, I think they're both equally great in terms of film and music, but if I had to say, it'd be the 90s.
Any thoughts?

90s for music because I'm a grunge, Chili Peppers, and Nine Inch Nails guy. The 80s weren't great for American movies, so I'll go with the 90s for film too.

80sIn general as you get older - and I'm pretty old - the longer you go back the better because you were better when you were younger (um)....I didn't like Reagan, but America sure did and were as happy as pigs in shit - and I did like Clinton - America didn't in that same way though he was popular too .......but you know it was Clinton who perjured himself and was impeached .......I mean there might be revisionist history now - but like everything you look back and say wait that's fncked up......you mean Reagan wasn't the actual criminal? The movies were better in the 90s.....though they provided less of a jolt in the sense that they were often revisionist like the 70s but nowhere in quality, scope and ambition near the 70s films .....there's less movies that thrill you and surprise in the 90s like Blow Out and Spoorloos but more better movies so still.....the 90s..... Musically the 80s by a lot - I mean I could easily argue 80s (but not after) REM, Husker Du, The Replacements, 80s Mission of Burma - all as top 10 bands America ever produced .......in the 90s I could only argue Pavement and maybe Nirvana with a straight face but.......that 80s crew in total made far more greater records than the 90s crew and made more at a higher level......heck I could also tell you those 2 great 90s bands combined only made 3 all timer records imo - Slanted & Enchanted, Crooked Rain, Crooked Rain and Nevermind .....and Husker Du made 3 all-timer albums in like 15 months all by themselves.....

Definitely 90's for me. Music is close, but the peak 90's alt rock might be the best rock music of all time. Then movies is easily 90's. 80's might be my least favorite film decade whereas 90's is pretty much tied with 60's as my favorite.

Movies.... I might actually pick 80s for movies. But 90s are a great decade too. I can't think of a decade of movies I truly don't like or find extremely underwhelming except for the 2010s. 1972-2006 are my favorite 35 years tho. Starting from The Godfather.
As for Reagan or Clinton. I feel like the average American liked both. Reagan was a good guy to average Republicans too, not just the warmongers. I think that's why he was never challenged in either election cycles, he just was a role model to average American families. As for Clinton, his image is lighter but liked by Americans all the same. His personal life sometimes overshadowed his presidency, but I can't complain as it was damn entertaining stuff and pretty much defined my childhood. And life was so good in the peripheral that most people didn't care that he slept around. I felt like presidents have gone down significantly after Clinton in 2000.
But pop culture it's 90s easily. 90s is the decade for children. Children/teen stuff reaches an all time peak. I only lived in one decade, but it's hard to feel as good as I did from 1996-2000. Life felt like it will never get any better and basically everything concentrates in those 5 years for me. For music I go with 90s, but again it's the same with everything.... I don't see music thru the same lens as most people... rock or mainstream. Just like I don't see Kubrick, Lynch, Spielberg, or PTA when I think movies and don't define a decade's greatness based on how many great movies those guys do.
Here's my year by year comparison with movies. The more preferred film in bold.
