This is a great comparison because they're both European acting legends who've been around a long time.
I think Isabelle is higher because she has great stuff from every decade where Rampling disappears at some intervals of time but always pops back in the fray with some major movie every 7-10 years. From 1966-1975 was the time where Rampling seemed the most mainstream, then her trajectory changed a bit.
Both great obviously, but Huppert in the last decade is starting to really impose herself as one of the longest enduring all time greats further validating decades of her earlier work. She's comparable to Hepburn, Bergman, Streep, Kidman, Blanchett, and Spacek in her artistic palette and influence.

Maybe might barely squeeze in for Restless as well. Would nominate her for Under the Sand in normal circumstances, but year's way too strong.

Minority opinion, I'm sure, but I think Rampling is a cut above Huppert.

It's difficult for me to say as Rampling is such a personal favorite of mine - I have to go with her.

Of all the things I hate on MAR - the lack of a sense of humor for one thing, and our taste in bands , I haaaaaaaaaaaaaaate when people say things like "by miles" and "not close" but, yeah those 2 things here pacinoyes you hypocrite! If she only had her 1980s filmography she'd win this ......think of that. She's the best film actress I've ever seen, period - any country, any era - and I don't say that definitively about any male actor. Besides that she just runs colder and hotter (and deeper) than Rampling - who I do like very much but........

Simply put - I've only seen 5ish great perfs from Rampling, and more than 20 from Huppert. I wouldn't consider any of the Ramplings all-timers, but with Huppert, every time I scribble up a Top 10 lead actress perfs, I'm mulling over Malina, La Ceremonie, The Piano Teacher, The Lacemaker etc. No other actress except Streep can contend with her amount + peaks!
But I will say for Rampling, she's able to be very very seductive, I mean the stardust moment from Stardust Memories, I'm lured into oblivion.

Were I to be so uncouth as to rank actresses all time I think Rampling would pretty surely be in the top 10, might even make a play for top 5, but I think Huppert is pretty much for sure number 1 all time, so this is easy.
I will say that choosing between their performances in The Piano Teacher and Under the Sand is one of the toughest closest contests between two performers in the same category in the same year I've ever seen.
