Like them both, both good character actors, but Simmons' best work is more impressive.

The Tooch!
Simmons doesn't get as many chances to shine. He's very impressive in Oz and Whiplash (but those are essentially identical perfs) but hasn't done much else for me wherever else he appears. Likable in Juno but nothing special, and an amusing diversion in Spider-Man, but what else? Nothing comes to mind, except for Zootopia lol. I never saw Counterpart, but what else does he have?
Tucci hasn't risen to Simmons' heights but has a much wider range and is more consistently interesting to me. I feel like he has the career of a character actor without really being one at all (his resume is far too broad for him to be a character actor). He could appear anywhere in anything and be fun to watch and look at and is often stealing the spotlight. I want to see him in more lead roles or more significant supporting ones.

I feel like Oz in particular gave Simmons an incredible role, that he could play for years that allowed him to demonstrate a significant range and a depth and rawness I never really get from Tucci. I don't think Oz and Whiplash are identical performances at all. His character goes through so many evolutions in Oz over several seasons, that it's hard to pinpoint which iteration of his Oz character might be most similar to his Whiplash role.
