How do you characterize her as an actress? What are her strengths and weaknesses and unique qualities? What should she be doing?

Good actress. Her strengths are roles in dramas like Closer and Jackie. Her weaknesses are choosing roles in boring, edgy art films like Vox Lux and Lucy in the Sky and that nothing Marvel character. She should be headling a FX miniseries and working with directors like Kenneth Lonergan and writers like Aaron Sorkin.

She's showed respectable growth as an actress in the past decade, and her turns in Jackie and Vox Lux especially affirm that she's really operating at the peak of her abilities right now. All that being said, the fact that she heralded as one of the best in her age group c. Closer still remains a mystery to me. Consistency was never her forte, and when she was bad she was really bad.

Easily one of the best of her generation, the problem is that her career is full of ups and downs and it ends up affecting her filmography a lot, I don't think she is a consistent actress like Michelle Williams or Kirsten Dunst, for example. However, when she gets it right she is always amazing, only in that decade even with several films that I found disappointing (Vox Lux, Lucy in the Sky, Thor 1 and 2, Song to Song, Knights of Cups, Jane got a gun, The Death and Life of John F. Donovan etc.) yet she stands out thanks to Black Swan and Jackie
There are several actresses whose filmographies are sometimes affected, as they do not remain in the comfort zone and often make risky choices, one of the best examples of this is Kidman. The difference is that Kidman makes several 'bad' and flopped films that years later are valued, see Birth, Margot at the wedding, Portrait of a Lady, etc. In the case of Portman, she makes bad films that year after year simply continue to be considered bad.

Maybe in the future her bad films will be better appreciated. What might be helping Kidman to a degree is that she had such an amazing run in the early ‘00s plus sympathy over her marriage ending and how badly Cruise came off in comparison not to mention Kidman being able to escape the Clams.
