late 90s / early 2000s is a transition period in my lineups where sound and VFX fall by the wayside. You'll have standouts like The Matrix but most of the CGI-heavy movies released in these period look dated to the point that none of them look good to me.
Provisionally I'd say Saving Private Ryan, Pleasantville, and Dark City in that order.

Even most of the best-looking effects from this era look like ass by today's standards. I still think Matrix holds up pretty well though because the Wachowskis were super smart about using the effects to create an anime aesthetic. So a lot of those visuals look fake but still really cool at the same time, not to mention unique. obviously Titanic is another standout that just came to me, all of Cameron's films really. And I seem to remember Event Horizon looking damn good, but maybe that's all in my mind
