You mean ever? Well some would argue that he isn't the best golfer ever.
If you mean over the last 20 years or so that Woods has been playing rounds and playing around, well I guess you would have to give Phil Mickelson his due. I would say after Mickelson, you have a gap where a lot of players would be wrestling it out for 3rd place.

Of the same era, only Mickelson comes close (and even then he's still trailing Woods significantly). Vijay has a ton of wins too, but I don't think many would rate him anywhere close to the other two.
Regardless, if you're going All-Time, it's hard a hell to top Nicklaus.
