Oh, I would argue very very few Americans are - Pacino (and Brando) often, at times also Streep......... and once upon a time through the 90s-early 2000s Johnny Depp. PSH ..........Phoenix at times...........other actors only in a specifically right role (Warren Beatty is not a very poetic actor most of the time, but McCabe & Mrs Miller is a poetic performance). Sean Penn when he was on his game.......
I like the ones you mentioned although to me there is nothing very poetic about Paul Newman really, in fact, he's rather the opposite, he's more prosaic. That is not to dismiss his talent just to label the type of talent. That's very typical of Americans who are a workman-like breed, but true poetry for me dares you to view the work in an entirely different slant each time its viewed.
The most poetic actors tend to be some of my favorites and they tend not to be American: Finney, Depardieu (in the 80s especially), Bardem, Huppert.

It's a highly subjective label (what kind of "poem". A haiku? A sonnet? Hip-hop?), to the point where it's kinda pointless and maybe even massively pretentious, but I'll play along and assume it mostly refers to a performer that exudes sensitivity above all other qualities
Montgomery Clift, by that definition I just made up, is probably the most poetic American actor ever.

Well all labels are subjective anyway - "exciting" or "charismatic" or ""powerful" etc. Poetic though I think is actually the best kind of subjective because it suggests you're being touched by the performance in a way distinct from what is on the page. Rather than pointless or pretentious it's the one word where your judgment on the performance actually spurs more discussion rather than dead adjective words like the ones above. Hitchcock's famous "actors are cattle" quote is the opposite of that viewpoint really. I would say Clift played sensitive often (and well) but he was less poetic to me in doing that than when Brando portrayed almost anything at all (ie Clift is more sensitive as a character in The Young Lions but Brando is wildly poetic in The Young Lions and Clift is not ) Here's a clip of a poetic moment and I use the word fairly often as a quality I look for in acting and almost never see - look at how many things Brando is able to convey and it's not his scene at all - he conveys regret, humor, sarcasm, utter contempt, intelligence, manipulation, anger, lack of control and weirdly absolute control. Now the dialog that Woodward has is poetic too but what Brando is playing is poetic - if this isn't poetry in acting, I am stumped to find a better word for it.

I'd argue old Pacino is equally as poetic as young Pacino in a different way - although young Pacino is that perfect storm of actor and movies so maybe not quite. Here's a clip of one of his more poetic older roles.....
