Of course a Brit would think Texas and California would align together in a civil war. That's 2 of the 5 states he knows. Wild to see how the Trump administration has completely broken Garland's brain. In all fairness, I think he's picked them to play it safe and look politically neutral. The subject matter is already so sensitive that politically charged backlash is inevitable, but it lessens allegations of bias and provocation by picking the most stereotypically Cosmopolitan Democrat state and 'Murican Republican state. Don't forget how people initially reacted to The Hunt when the trailer came out. Also I’d say it means he’s approaching the material as a sci-fi writer as opposed to socio-political.

So basically it's like MSNBC but with wish fulfillment and guns that they somehow know how to shoot all of a sudden? kidding, kidding .....sorta From Jeff Wells: Apart from a curious, less-than-involving focus upon the two leading photo-journalist characters (Kirsten Dunst’s hard-bitten veteran and Cailee Spaeny’s young and emotionally-driven pup), it seems to be mostly even-handed and matter-of-fact in a Battle of Algiers way during the first two-thirds.
But when the already notorious Jesse Plemons scene (around the 60 or 65-minute mark) arrives, and especially when the big finale happens, it totally becomes a “hooray and goo-rah for the lefty rebels!” thing, and that’s all there is to it.
