Not sure if people realize how major "8" is - there are currently several actress at 7 well 4 to be exact - Jane Fonda, Kate Winslet, Cate Blanchett, Judi Dench. Some are close at 6 as well.
To get to 8 would be a fairly big deal though obviously no one will catch Streep. 8 would tie Geraldine Page - currently in 4th place behind Streep, Hepburn, Davis.

Jane Fonda is also currently at 7. My guess is Winslet, but I wouldn't be surprised if all of them happen.

Fonda will be the one, you can count on it.
Well, Winslet has a promising project in the works (The French Dispatch) and Close has Sunset Boulevard (if it finally happens) and Ron Howards' Hillbilly Elegy. The other two, I can't see any upcoming movie for which they might reach magic number 8 (not before the others, at least).
But I'll vote for Close. After 2019 Oscars, she'll be getting nominated for almost anything until she finally wins. I hope...

Just by virtue of her youth and castability, I'd say Winslet.
I feel like Close has a lot of eyes on her right now, but I don't know if I buy her upcoming slate as major Oscar successes. Sunset Boulevard sounds, on paper at least, like a slam dunk, but the play is really, really rickety outside of her, and I'm not all that confident in the director. Plus she has the shadow of Gloria Swanson to have to contend with, and as this last year proved, having an overdue narrative means absolutely squat if you're up against strong competition in a more beloved film. As for Hillbilly Elegy, I'm just not buying it as a contender yet -- Howard's had a rough patch with the Academy of late, and while I could see some The Fighter upside, I am not wholly convinced in it as an Oscar player just because Adams and Close are in it. But I do see Close getting at least another nod or two before it's all said and done.
Dench, I think is pretty well done, but then, she might have another Philomena in her.
Fonda, I don't think we'll see her back.
EDIT: Oh wait, I completely missed Blanchett. Yeah, I see her breaking double-digits when all is said and done, but I don't know what she's got on her docket in the immediate future.

upcoming roles would suggest it's either Winslet or Close. My guess is Winslet due to Ammonite coming out before Sunset Blvd

If that Sunset Bouvelard musical film finally goes into production, then I think it's safe to say that Close will get her eight nomination, irregardless of the film's actual quality. Plus, that and she's clearly gonna be trying to find even more prestige projects, now
However Winslet & Blanchett might beat her to the punch, just on the sheer number of potential projects.

Has nobody seen the play or film of Blithe Spirit? With a campaign, Dench could easily score her eighth nomination in 2021 with her baity role.

Really don't know why Blanchett isn't in the lead here. I could theoretically imagine the other three never getting nommed again. Not necessarily saying they won't, but it's possible. Other noms for Blanchett seem like a sure thing and I think she's got a better shot at a third win than anyone right now.

I think all four could easily get 8 nominations or more... wouldn't entirely rule out Jane Fonda either (she got quite close with Youth) but she's the unlikeliest. Close (Hillbilly/Sunset), Winslet (Ammonite) and Dench (Blithe Spirit) are all in contention on paper for the 2021 Oscars (could also all miss obvi), Blanchett could be the biggest threat if her Sorkin directed Lucille Ball biopic gets off the ground, but that seems unlikely before the others.
I think Close is the likeliest to get one first. She's seen as very overdue and will keep taking these baity roles until the little golden man is hers.

I almost voted for Close because I forgot that Blanchett will have Nightmare Alley. I don't trust GdT completely, but all of their projects have question marks. With Close both Sunset Boulevard and Hillbilly Elegy sound good on paper plus I think that being so close yet still losing makes people want to award her if she can strike while the iron is hot. However, I don't really know the director of Sunset Boulevard at all which feels like it could be a bad sign, and as pointed out Ron Howard hasn't had much success for awhile. So she could still end up missing especially depending on how competitive it is next year. It's definitely possible though that she may never get to 8 if she loses the momentum that she had this year. It took her awhile to get to 6, and then more than five years to get to 7, and realistically she's not going to get any younger and Streep will continue to be offered most of the plum roles for actresses in that age range. I agree about Dench and Fonda too. They might get nominated again, but I could also see them never getting to 8 nominations. 2015 was a pretty weak year for Supporting especially if it weren't for the category fraud, but Fonda's only major nomination was a Globe. Likewise on paper Victoria and Abdul seemed like something Dench should have at least got a BAFTA for, but she couldn't even get in there. I'm not sure about Winslet either, but she's pretty young still that I think she still has at least a few more nominations left.

Blanchett is the one who I'm most confident getting 8 noms - and probably more. Who will be the next is way more difficult to say. If you go by upcoming projects Close and Winslet have maybe the best cards. Also I wouldn't be too surprised if Amy Adams, who is currently sitting at 6 beats them all to 8 (Though she doesn't have the most prestigious projects coming up right now)
