As for actors I guess as Im for Morgan Freeman and Alan Rickman. Its amazing as they were both in same movie. Did they shared a scene?
For actress I think Anne Bancroft and Cate Blanchet.

I love to analyze voice and actors who can use it. Richard Burton had a great voice and it really was crucial in how he would use his voice and his gift for language too. Like UK actors like Rickman are known for it - Burton, Mason, Irons.
It can cripple an actor in a different way if they don't have it - like Edward Norton to me could never shake his whiny, reedy voice - so no matter what he did, he couldn't never get passed as certain point (and he's been great a few times admittedly)

No strong opinion on Wincott though I have seen him and guess that's a good and different mention. Bates has a great one and it later ended up playing in his favor big time on stage (3 Tony Awards). If you ever see The Go Between all the actors in that film sort of speak the great dialog like it is poetry really and all have amazing voices - Bates, Christie (fragile yet tough at the same time, very musical), Michael Redgrave - the whole movie is like a great oration contest

Sam Elliott imo has such a boss voice (wish I sounded like him!) . Very deep and commanding (and twangy too).
Another actor that seems to make all the ladies swoon with his voice would be Garrett Hedlund . Literally all the women I know go gaga over his voice haha.

Jeremy Irons, Willem Dafoe, Albert Finney, Jeff Goldblum, James Spader, Holly Hunter, Winona Ryder, Donald Sutherland, Audrey Hepburn, George C. Scott, I could probably go all day.
But this is the single best/sexiest voice of all time.

I know his voice changed a lot over the years (Baldwin talks about it, you can find it on YouTube, really funny), and now he sounds like he's making an impression of himself at times, but I love love love the voice of late career Pacino.
Also, love Harvey Keitel's voice. Those two especially, when it comes to American actors.
Don't really like the sound of DiCaprio to be honest. And DDL, while in my top ten ever, has a pretty unappealing quality to his natural cadence.
